Nope wrong again, it is for the residents and citizens of everyone in the fifty States and the District of Columbia, territories, etc. Washington D.C. is not a military base. These IRS agents either pay their income taxes or are in jail.

The IRS code is for federal employees that work for the federal government and are Residents of the area we know as the District of Columbia (DC)the area that they have jurisdiction over along with Guam, Puerto Rico,etc.. not the 50 states. By your own reasoning people who do not live in DC(military base) should not have to follow DC(military base) codes. I am not advocating what people should do, I am, as the ex IRS agents sharing my epiphany.

Sections 61 and 63 define gross income and taxable income.
Section 6012 requires you to file income tax returns.
Section 6151 requires you to pay the tax.

Try again. Title 26, the IRS CODE, is a compilation of all of the income tax LAWS passed by Congress. It applies to everyone in the United States. Just the same as if you were on a military base, military codes would apply to you

@RetSquid You are retired military so you know what a CODE is. Civilians do not have to adhere to military codes. The IRS manuel is a code. It only applies to people that have to adhere to that code. Codes are rules, not laws. Do your own research because our conversation is over.

The check you send to the IRS does not get deposited into the United States Treasury. On the 1040 form,the words Department of Treasury represent the treasury of the Federal Reserve Bank, a “private foreign corporation” and the stamp on the back of your canceled check says “Federal Reserve Bank” which is no more federal than Federal Express.
