The Col. Arthur D. Simons Center for the Study of Interagency Cooperation announces the winners of its Interagency Writing Competition for 2012. The competition was open to the public and ran from September 2011 through March 2012. The top three papers that provided insight and fresh thinking in advancing the knowledge, understanding, and practice of interagency coordination, cooperation, and collaboration at the tactical or operational level of effort were:

First Place: The Genie in the Bottle: Opportunist and Antagonistic Responses to Whole of Government Approaches, by Erik A. Claessen, a Belgian Army officer who works in the Strategy Department of the Belgian Joint Staff in Brussels. Claessen’s entry earned him $ 2,000, an engraved plaque and certificate.

Second Place: Embassy in the Lead: Lessons on Interagency Unity of Effort for Today’s U.S. Mission to Iraq from the 1947–1949 U.S. Mission to Greece, by Evans A. Hanson, a U.S. Army officer currently enrolled in the School for Advanced Military Studies program at Fort Leavenworth, Kan. Hanson’s entry earned him a $ 1,000 cash award and certificate.

Third Place: Rethinking the Interagency Role in Preventing Conflict in Dealing with Failing or Failed States, by Rumu Sarkar, a senior legal advisor to Millennium Partners, an international development consulting group based in Charlottesville, Va. Sarker’s entry earned her a $ 500 cash award and a certificate.

The Simons Center has published each of these winners in its “InterAgency Papers” series. They are available on the Simons Center website at http://thesimonscenter.org/2012-public-writing-competition-winners/.

This first-ever public writing competition for the Simons Center garnered interest and entries from around the world—from the U.S., Europe and Canada, from San Diego to Switzerland. Authors were from a variety of backgrounds including military officers, academicians, government leaders and non-governmental organization leaders. Even a U.S. Navy chaplain weighed in with an entry.

Each entry for the competition was required to focus on one of two special topics:


The interagency role in preventing conflict when dealing with failing or failed states; or
The validity of the “whole-of-government” approach in dealing with the full range of homeland and national security threats.

A panel of Simons Center judges evaluated each entry on originality, substance of argument, style and contribution to advancing the understanding and practice of interagency cooperation at the operational and tactical levels of effort.

New York Law School Announces New Joint Degree Program in Forensic Psychology and Law

New York Law School (NYLS) and John Jay College of Criminal Justice, City University of New York, announced today the creation of a dual-degree M.A.-J.D. program in forensic psychology and law to train attorneys with a specialization in mental disability law. The program will begin in the fall 2012 semester.

The new dual degree brings together two fully-developed programs at each institution: the J.D. at NYLS and the M.A. in forensic psychology at John Jay. J.D. students at NYLS have the opportunity to specialize in mental disability law, through course offerings that represent the most comprehensive mental disability law curriculum of any law school in the world, while John Jay’s M.A. program in forensic psychology specializes in psychology as it relates to law and the courts. John Jay’s psychology department includes more than 35 full-time faculty members who specialize in forensic areas, including six professors who are both attorneys and psychologists.

“This new program is a perfect fit between our two institutions, as it combines the strongest law program specializing in mental disability law in the country, with the strongest forensic psychology program in the country,” said Dr. James S. Wulach, Director of the M.A. Program in Forensic Mental Health Counseling at John Jay. “Our graduates will be well-trained lawyers for people with mental disability issues and have the potential to become legal advocates, work on public policy, or become law professors in this unique niche.”

The 128-credit program allows students to count 12 law school credits towards their M.A. degree and 12 M.A. credits towards their law degree, allowing them to graduate with both degrees in four years instead of five. Required courses include Survey of Mental Disability Law; Mental Health Professionals, Social Science, and the Law; Criminal Psychological Assessment; Criminal Law; and Legal Practice. Electives include such courses as Mental Disability and Criminal Law; Race, Gender, Class, and Mental Disability; Forensic Reports, the Role of Experts, and Forensic Ethics; and Custody Evaluations, Juvenile & Family Law, and Mental Disability.

“I’m very excited about the joint program because it highlights the interdisciplinary nature of what we are trying to do through our Mental Disability Law Program [MDL],” said Professor Michael L. Perlin, the MDL program’s Director. “We created our courses very specifically to appeal to both lawyers and mental health professionals. This program helps create a synergy that ensures, as best as we can, that graduates will have a deep understanding of the other’s discipline.”

To be admitted into the dual-degree program, students should apply separately and be accepted into both NYLS and John Jay. Students will have the option of beginning their first year in either of the two degree programs.

The winner in the High School Category (Grades 9-12) was Alexander Sliwecki from Cinnaminson High School in Cinnaminson, New Jersey (Burlington county) for his essay about Freedom of Speech (Teacher: Megan Schweitzer).

The American Freedom Essay Contest received many wonderful essays from students attending public and private schools, as well as those being home schooled, all along the East Coast of the United States. In total, there were approximately 2,000 essays received from more than 100 schools which participated in this Constitution Day contest. Schools from the following states participated including Connecticut, Delaware, Maryland, Massachusetts, New Jersey, New York, Pennsylvania, Virginia, and Washington, D.C. The winning essays will be posted online at www.theconstitutional.com/essay.

Essay topics represented a broad spectrum of ideas and different points of view on various subjects including freedom of speech, freedom of assembly, freedom of religion, freedom of the press, the right to petition the government, the right to bear arms, the right to pursue one’s happiness, etc.

American Freedom Essay Contest

September 17th is designated as Constitution Day because on that date in 1787, the delegates of the Constitutional Convention in Philadelphia signed the United States Constitution at Independence Hall. Each year, The Constitutional Walking Tour celebrates Constitution Day throughout the month of September, and teachers are encouraged to utilize The Constitutional’s many free educational resources available at: www.TheConstitutional.com/1787.

This year, in honor of Constitution Day, The Constitutional Walking Tour and The Philadelphia Inquirer asked students to give their views about American freedom. The American Freedom Essay Contest challenged educators to get their students to write a 100-300 word essay on the importance of freedom in their lives. Entries were judged in Elementary School, Middle School and High School categories with the winner in each category earning a free field trip of Historic Philadelphia with The Constitutional Walking Tour for his/her class. Background on Constitution Day

In late 2004, Senator Robert Byrd, one of the United States Senate’s leading Constitutional scholars, introduced legislation that President George W. Bush signed into law on December 8, 2004 requiring that all schools, colleges and Federal agencies receiving Federal funds offer annual educational programming involving the Constitution of the United States on or around Constitution Day, September 17th.

5. You cannot currently have a $ 100,000 a year gross income
