Endicott College Presents Expert Panel on the Department of Homeland Security

Endicott College Presents Expert Panel on the Department of Homeland Security

Beverly, MA (PRWEB) September 05, 2011

To commemorate the launch of a new Security Studies minor, Endicott College will host “The State of Security: The Department of Homeland Security Ten Years After 9/11” on September 14, 2011, at 7:30pm at the Endicott Auditorium, Wax Academic Center, Endicott College, 376 Hale Street, Beverly. The event is free and open to the public.

A distinguished panel of experts, including Federal Emergency Management Agency (FEMA) Deputy Administrator Richard Serino, former Department of Homeland Security Assistant Secretary Juliette Kayyem and retired Federal Bureau of Investigation (FBI) Assistant Director Barry Mawn, will discuss the evolution of homeland security policy and practice in the decade since the formation of the Department of Homeland Security in response to the Sept. 11, 2001 terrorist attacks.

The presentation will examine how the United States’ security strategy has developed from an almost singular focus on terrorism in the aftermath of the Sept. 11 attacks to the “all hazards” approach that shapes current Department of Homeland Security strategy. The panel members will speak to the coordination and planning between the various agencies of the federal government and state and local partners on issues as varied as natural and manmade disasters, terrorism investigations, intelligence sharing, and pandemic flu. In particular, Deputy Administrator Serino will address FEMA’s role in preparing for, protecting against, responding to, recovering from and mitigating all hazards.

The introduction of a Security Studies minor at Endicott puts the College at the forefront of a new area of education, providing an opportunity to study issues related to homeland and national security at an undergraduate level and opening the door for additional graduate studies. Assisting Endicott in creating and managing this program, among others related to criminal justice and security, is former Essex County District Attorney and Massachusetts Secretary of Public Safety and Security, Kevin Burke. Mr. Burke’s involvement in public safety includes supervision of state homeland security, developing legislation and legal policy for the state, management of agencies including State Police, Massachusetts Emergency Management Agency (MEMA), Department of Corrections, and National Guard, and service in the Massachusetts House of Representatives. Mr. Burke will moderate the Sept. 14 panel.

For more information on this event, contact Kevin Burke at 978-232-2380 or kburke(at)endicott(dot)edu.

About the Panelists:

Richard Serino brings 35 years of state and local emergency management and emergency medical services (EMS) experience to the position of Federal Emergency Management Agency (FEMA) Deputy Administrator. Prior to his appointment as Deputy Administrator, he served as Chief of Boston EMS and Assistant Director of the Boston Public Health Commission. In that role, he bolstered the city’s response plans for major emergencies, including chemical, biological, and radiological attacks. He also led citywide planning for H1N1 influenza.

Juliette N. Kayyem has spent nearly 15 years working in counterterrorism, homeland security, and emergency management, serving in key positions in and out of government addressing both international and domestic security policies. She served as Assistant Secretary for Intergovernmental Affairs (IGA) within the Department of Homeland Security (DHS) from 2009-2011. Additional prior positions include service as Massachusetts Governor Deval Patrick’s homeland security advisor and Executive Director of the Belfer Center for Science and International Affairs at Harvard University. She is currently on the faculty at Harvard’s Kennedy School of Government and works as a columnist for the Boston Globe.

Barry W. Mawn served 30 years in the United States Federal Bureau of Investigation (FBI), most notably Assistant Director in charge of the New York Office – a position he held during and following the Sept. 11 attacks. He retired from that position in 2002. Mr. Mawn also served in the U.S. Army, supervised the FBI/New York City Police Department Terrorism Task Force from 1980-1982, and served as the Special Agent in Charge of offices including San Francisco, Detriot, New York, Newark, N.J. and the Boston Division.

?Homeland Security and Defense? is Penn State?s First Online Minor

‘Homeland Security and Defense’ is Penn State’s First Online Minor

University Park, PA (PRWEB) August 03, 2011

Penn State undergraduate students who want to expand their career opportunities now have a new online option. The homeland security and defense minor is Penn State’s first online minor. It will enable students to acquire specialized knowledge and skills for jobs in the homeland security field, which the Bureau of Labor Statistics projects will grow by as much as 20 percent in the coming decade for occupations in emergency management, first response, law enforcement, and state, local and federal government.

“Students in political science, criminal justice, law and society, and organizational leadership, in particular, will benefit from the minor in homeland security and defense, which will prepare them for entry-level positions in homeland security fields,” said Steven Peterson, Ph.D., professor of politics and public affairs at Penn State Harrisburg and lead faculty member for the minor. “The minor will also facilitate their entrance into Penn State’s online master’s degree in homeland security.”

Penn State Harrisburg’s School of Public Affairs offers the 18-credit minor, which is delivered online by Penn State’s World Campus. The minor covers topics on homeland security and defense, terrorism, national security policy, security administration, border security, emergency management and critical infrastructure. “It is a logical evolutionary step for Penn State’s online educational portfolio,” Peterson said.

“Occupations in homeland security are broadly distributed throughout the country, which makes online program delivery a good option for first responders and others working in this field,” said Jeremy Plant, Ph.D., professor of public policy and base program coordinator for the online master’s degree in homeland security. “For Penn State graduates of the minor, enrolling in the master’s degree will be seamless.”

Information about the online homeland security and defense minor is available by cell phone and computer.

Penn State World Campus specializes in adult online education, delivering more than 70 of Penn State’s most highly regarded graduate, undergraduate and professional education programs through convenient online formats. Founded in 1998, Penn State World Campus is the University’s 25th campus serving more than 8,500 students in all 50 states and around the world. World Campus is part of Penn State Outreach, the largest unified outreach organization in American higher education. Penn State Outreach serves more than 5 million people each year, delivering more than 2,000 programs to people in all 67 Pennsylvania counties, all 50 states and 114 countries worldwide.

Homeland Security Camera Network Continues to Grow

If you have ever been curious in regards to what appears as camera housing situated in public places, you may be amazed that a variety of them are part of the Homeland Security camera system network.

Not all of these cameras, and not in all cities and towns are part of it, yet an ever increasing number of cameras that are in existence in the majority of cities are joining forces with different government agencies in their ongoing fight against domestic terrorism.

There have been numerous cities that have installed cameras to maintain close surveillance on big public assemblies, for instance the White House as well as around various national memorials and monuments to help identify difficulties with crowds.

The capability to have these cameras networked together into a much bigger, national type of network is giving the Homeland Security Camera System the ability to grow through the use of extra cameras from communities all around the country.

For people who don’t comprehend that this is possible, think for a moment of the internet’s availability to access your personal computer from anyplace on the planet by simply signing onto a computer and then going to a website on the network.

Begin at your home network, if there is more than one computer that is connected to internet access by way of a hub, you have the capability of get access to anything on one computer from any other computer, if in fact you have the right authorization.

If for example you have cameras that are connected to a network at your office, then access the work computer from your house, you can then bring up images connected to your work computer from your house. This is a similar system that the Homeland Security Camera system utilizes to add additional cameras and resources onto their existing systems.

Surveillance System Rapidly Growing In Size

Because the infrastructure is already in place in many of the larger communities, it is actually a simply task for the Homeland Security camera computer to connect to the city camera computer and get access to the images of that computer.

Certainly, you have to have permission that is granted by the community for the Homeland Security camera system to take the images from the computer. Safeguards are also put in place to stop the homeland computer from getting any type of control over a communities camera system.

The majority of Homeland Security cameras that are being utilized are not just static types of cameras. There are numerous types that are equipped with accessibility through remote means so that they can pan, zoom and tilt to more effectively monitor people or events that are within viewing range to assist in fighting the possible threat of either domestic or global terrorism.

While there are people that are not comfortable with knowing that the local and federal government can hook into any community that they want with a camera system and snatch up images from anywhere, the majority of people realize the significance of having a constant vigil for the purpose of national security.

Homeland Security Jobs in the US ? Booming Job Market

In the wake of 9/11 the homeland security business is still booming, and now it eclipses mature enterprises like movie-making and the music industry in annual revenue. In this multi-billion business airport security was the initial focus, but during the past years the industry has expanded into a wide range of companies hawking all kinds of products and services for securing nearly every imaginable terrorist target. The homeland security industry now includes border, rail, seaport, industrial and nuclear plant protection as well as chemical, biological and radiological detection. One of the biggest customer in the field is a post-9/11 creation, the U.S. Department of Homeland Security. This is a federal agency whose primary mission is to help prevent, protect against, and respond to acts of terrorism on United States soil. Apart from the “traditional” duties, the U.S. Department of Homeland Security received in April this year authority from the congress to waive all legal requirements necessary to expeditiously install additional physical barriers and roads at the border to deter illegal activity. According to Secretary Chertoff: “Criminal activity at the border does not stop for endless debate or protracted litigation,” “Congress and the American public have been adamant that they want and expect border security. We’re serious about delivering it, and these waivers will enable important security projects to keep moving forward.” This extention of activities will again boost the job market and if you are interested in working in this field you should consider to jump on the train. Actually there are over 20,000 jobs published on the internet and the trend is going up (see resource box).

Climate change is an other challenge that will requiere more investments in the homeland security field in the future. According to an article published by Joshua W. Busby of the University of Texas at Austin in the Washington Post on March 22, 2008, the US government needs to take action on risk reduction and adaptation, mitigation of greenhouse gas emissions, and institutional changes in the U.S. government to prepare the U.S. to deal with the threat posed by global climatic disruption.

“Climate and security concerns do not get the attention they deserve in the U.S. government because they have few high-level champions. A new deputy undersecretary of defense position for environmental security should be created to redress the insufficient institutionalization of climate and environmental concerns in the Department of Defense. That said, we should not confuse national defense with what the military can do. As the risk reduction agenda makes clear, other instruments of national power will also be needed. To that end, the U.S. needs several senior positions in the National Security Council dedicated to environmental security, including a Deputy National Security Advisor for Sustainable Development to guide the inter-agency process. The links between climate and security still might not get sufficient attention. A special advisor to the president on climate change with some budgetary authority might also help.”

As a conclusion, homeland security is a booming market for job seekers and the trend will continue for at least five to ten years more. One major terrorist attack in the United States, Europe or Japan could increase the global market in 2015 to 0 billion, more than a twelvefold increase from today’s level, according to Tomer Amit, vice president of Homeland Security Research. “Most of the growth this decade will come from building what Homeland Security Research calls “a homeland defense infrastructure.” Growth areas are likely to include technology for surveillance and for detection of nuclear and other weapons of mass destruction”, Amit says.

All indicators are showing green light for starting a career in this promising and highly interesting industry.

Biometrics for Homeland Security Analysis & Forecasts 2008-2018 Sep 2008

The September 11, 2001, terrorist attacks in the United States and later bombings in Madrid in 2004 and London in 2005 have made it imperative for countries worldwide to tighten national security. These security measures require more-accurate, suitable and efficient ways to identify and monitor individuals passing through airports, border stations and other points of entry. The security developments also need to accommodate the increasing movement of people between countries. Embassies and some other public buildings and infrastructure require improved security technologies, with biometric technologies increasingly important. The US Government has popularised the phrase “homeland security” as it focused its efforts in boosting security within its national territory from terrorism, improving the security of borders, airports and ports in particular. Homeland security is now a key focal point of government budget – you must capture your share of that market today.

Biometrics have unique physical and behavioural characteristics that can be measured by automated methods. The best known of these biometric identifiers are fingerprints, iris and facial characteristics. Importantly, there are emerging methods that make use of other identifiers such as vein patterns on hands and voice recognition, amongst other developed and emerging technologies – but what are they and can they be introduced in a cost-effective scenario? Furthermore, there is great potential for technology transfer within/between electronics and other scientific and engineering disciplines, including data analysis, defence, security and biotechnology. This report delivers clear opportunities for you and your organisation – take advantage of it immediately.

There is a large, expanding market for biometrics worldwide for homeland security, visiongain observes. In recent years, many governments have entered into a wide range of projects to implement enhanced security measures via biometrics. Visiongain estimates that those developments will make biometrics for a buoyant and lucrative market throughout the period 2008-2018, especially as the technologies become established and further refined. This market is not going away – you should maximise your potential within it. More projects are expected to be commenced in the near future. This new visiongain report – Biometrics for Homeland Security 2008-2018 – describes the present trends and future opportunities in the homeland security application of biometrics. This information is valuable to both homeland security and defence procurement operations, as well as to relevant technology providers.

Why You Must Buy This Report:

Only this new visiongain report offers a detailed study of homeland security biometrics technologies that are poised to be significant over the next 10 years. Biometrics for Homeland Security 2008-2018 discusses the following aspects of that important market:

Full transcripts of interviews with relevant experts in the sector – this information is not available anywhere else.

Visiongain predicts strong uptake in the homeland security biometrics sector during the period 2008-2018. However, do you know how that market will develop in terms of sales and annual growth during the period? You should and this report will tell you. Visiongain believes that the opportunities for technology providers are great, as nations increasingly turn to biometrics to enhance the security of their citizens. In addition to consultation with experts, this research involved a detailed study of policy documents, industrial reports and relevant news.

Importantly, visiongain also applied its in-house analytical techniques to deliver financial forecasting, SWOT analysis and qualitative projections – this information is exclusive to visiongain’s report.
