Can Obama implement a more progressive constitution to replace the old one if Congress approves?

Question by brasileiro: Can Obama implement a more progressive constitution to replace the old one if Congress approves?
They made this change in Grenada to improve their system with the new progressive PRG constitution , so can it be done in the U.S. ?

To Propose Amendments

* Two-thirds of both houses of Congress vote to propose an amendment, or

* Two-thirds of the state legislatures ask Congress to call a national convention to propose amendments. (This method has never been used.)

To Ratify Amendments

* Three-fourths of the state legislatures approve it, or

* Ratifying conventions in three-fourths of the states approve it. This method has been used only once — to ratify the 21st Amendment — repealing Prohibition.

    granada, a country the size of connecticut, america a country the size of, well, america. do you really think things done in tiny litte useless countries like that can ever be implemented here?
    same thing applies when silly people wish to talk abotu the social medicine in denmark or sweden, etc. ridiculous relaly.

    I would expect to see it very soon. You should also hide from God’s chariot, or Nukes, whichever comes first… dont stare at either one for too long, or it might fall off.

  • In civics class they will tell you ,The United State has 3 branches of government . (1) judicial (2) legislative (3) executive .These 3 branches work in a way that none of them alone can bring about a change like the one you are talking about .They keep each other honest .There will be no replacement of the U.S constitution.

  • Obama doesn’t need to implement a more progressive constitution as he appears to prefer to defy it. That his health insurance reform requires state participation at several levels (and not just pressing the opt out button), he is in violation of the 10th Amendment “Powers retained by the states and the people. The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people.” The health reform currently in process raises considerable constitutional issues including limits on Congress to regulate interstate commerce, individual state buyoffs for Senators Landrieu and Nelson, etc. Violations of the Tenth Amendment have been summarily dealt with historically by the Supreme Court and if several states’ attorneys general proceed forth with their challenges under the Tenth, then we can look for more contentious discussion and, more creativity from the Democrats.
