It’s the law of the land. It has rules in it that directly apply to the President.

Even the president is not above law.

The president must have senate consent when appointing federal judges, ambassadors and cabinet secretaries.
He must have two-thirds senate consent when making treaties
Two-thirds of Congress can override a presidential veto
He can be removed from office by the House of Representatives and two-thirds of the Senate
The 22nd Amendment prevents the president from serving indefinitely.
