To reduce these risks and to manage these national security challenges, young Americans believe elected officials in Washington, D.C. need to get the nation on a more stable economic footing by cutting federal spending rather than raising taxes and by increasing the production of domestic energy sources such as oil, natural gas, and coal.

Generation Opportunity recently commissioned a poll with the polling company, inc./WomanTrend (April 16 – 22, 2011, +/- 4% margin of error) and highlights some of the results below.

National Security Concerns and The Future of American Leadership:


Top 3 greatest threats to American National Security: National Debt (62%), Energy Dependency (61%) and Indebtedness to Foreign Powers (50%). The threat of terrorism at (39%) followed as the fourth major national security concern.

Millennials – when asked on a scale of 1 (meaning not at all) to 5 (meaning a very big concern) how much of a concern America’s current “financial debt”/”deficit” rates, 66% indicated very big concerns with America’s “financial debt’ and 71% indicated very big concerns about America’s ‘deficit.’

54% – more than one half – are not confident that the US will be a global leader in just 10 years. Only 9% said they were “very confident” that the US would be.

70% (net) would increase production of domestic energy sources like oil, natural gas and coal; only 22% (net) would decrease production of the same energy sources.

76% view China as a danger: 48% as an economic threat and 28% as both an economic and military threat.

Millennials and The Path Ahead – Putting America’s Fiscal House in Order:

76% would like to see federal spending decreased.

69% prefer reducing federal spending over raising taxes on individuals in order to balance the Federal budget.

59% believe the economy grows best when individuals are allowed to create businesses without government interference.

53% indicate if taxes on business profits were reduced, companies would be more likely to hire.

Only 31% approve of President Obama’s handling of youth unemployment.

To commemorate the launch of a new Security Studies minor, Endicott College will host “The State of Security: The Department of Homeland Security Ten Years After 9/11” on September 14, 2011, at 7:30pm at the Endicott Auditorium, Wax Academic Center, Endicott College, 376 Hale Street, Beverly. The event is free and open to the public.

A distinguished panel of experts, including Federal Emergency Management Agency (FEMA) Deputy Administrator Richard Serino, former Department of Homeland Security Assistant Secretary Juliette Kayyem and retired Federal Bureau of Investigation (FBI) Assistant Director Barry Mawn, will discuss the evolution of homeland security policy and practice in the decade since the formation of the Department of Homeland Security in response to the Sept. 11, 2001 terrorist attacks.

The presentation will examine how the United States’ security strategy has developed from an almost singular focus on terrorism in the aftermath of the Sept. 11 attacks to the “all hazards” approach that shapes current Department of Homeland Security strategy. The panel members will speak to the coordination and planning between the various agencies of the federal government and state and local partners on issues as varied as natural and manmade disasters, terrorism investigations, intelligence sharing, and pandemic flu. In particular, Deputy Administrator Serino will address FEMA’s role in preparing for, protecting against, responding to, recovering from and mitigating all hazards.

The introduction of a Security Studies minor at Endicott puts the College at the forefront of a new area of education, providing an opportunity to study issues related to homeland and national security at an undergraduate level and opening the door for additional graduate studies. Assisting Endicott in creating and managing this program, among others related to criminal justice and security, is former Essex County District Attorney and Massachusetts Secretary of Public Safety and Security, Kevin Burke. Mr. Burke’s involvement in public safety includes supervision of state homeland security, developing legislation and legal policy for the state, management of agencies including State Police, Massachusetts Emergency Management Agency (MEMA), Department of Corrections, and National Guard, and service in the Massachusetts House of Representatives. Mr. Burke will moderate the Sept. 14 panel.

About the Panelists:


Richard Serino brings 35 years of state and local emergency management and emergency medical services (EMS) experience to the position of Federal Emergency Management Agency (FEMA) Deputy Administrator. Prior to his appointment as Deputy Administrator, he served as Chief of Boston EMS and Assistant Director of the Boston Public Health Commission. In that role, he bolstered the city’s response plans for major emergencies, including chemical, biological, and radiological attacks. He also led citywide planning for H1N1 influenza.

Juliette N. Kayyem has spent nearly 15 years working in counterterrorism, homeland security, and emergency management, serving in key positions in and out of government addressing both international and domestic security policies. She served as Assistant Secretary for Intergovernmental Affairs (IGA) within the Department of Homeland Security (DHS) from 2009-2011. Additional prior positions include service as Massachusetts Governor Deval Patrick’s homeland security advisor and Executive Director of the Belfer Center for Science and International Affairs at Harvard University. She is currently on the faculty at Harvard’s Kennedy School of Government and works as a columnist for the Boston Globe.

Barry W. Mawn served 30 years in the United States Federal Bureau of Investigation (FBI), most notably Assistant Director in charge of the New York Office – a position he held during and following the Sept. 11 attacks. He retired from that position in 2002. Mr. Mawn also served in the U.S. Army, supervised the FBI/New York City Police Department Terrorism Task Force from 1980-1982, and served as the Special Agent in Charge of offices including San Francisco, Detriot, New York, Newark, N.J. and the Boston Division.

Understanding Shredder Security Levels

1. Level 2 – Strip Cut is the least secure method of shredding documents, and we can only really recommend it for general document shredding. Strip Cut shredding is exactly what it sounds like: documents are merely cut into long strips, meaning that if a criminal were persistent enough, he or she could easily piece the document back together so it was readable. The only documents that should be destroyed in this manner are those that have no information on them that could not possibly lead to any sort of financial or personal loss if they were to be read by someone with bad intentions. We don’t mind going on record stating that we are not big fans of strip cut shredding, considering that there are so many cross cut (or better) machines on the market that offer near the capacity of strip cut models, with none of the worry.

2. Level 3 – Cross Cut is the next step up, and it is a world of difference as far as security goes. Cross cut machines cut paper into short confetti-like rectangular shapes. Most cross cut shredders on the market today offer what is known as a Security Level of 3. This classification relates to what are known as the FACTA regulations, passed by congress in 2005. These laws state that businesses and individuals who regularly handle sensitive financial and personal information of either employees or customers must properly destroy these documents whenever they are being discarded. In other words, if you have a file of, say, social security numbers, you can’t just put it in the recycling bin, you must shred it in a machine that offers a Level 3 Security or above. If you don’t you may find yourself subject to pretty steep fines, as well as possible litigation if someone can prove that they were financially damaged due to documents that you mishandled. The safest, easiest way for you to protect yourself is to do your shredding with a Level 3 (or better) cross cut machine.

3. Levels 4-5 Cross Cut. Sometimes known as “diamond cut,” these shredders cut paper into particles that are similar to L3 cross cut, but are either smaller, or diamond-shaped (even more difficult to piece together) or both. These Security levels are what you might want to consider when you must regularly shred documents that contain information that is vital to the survival of your business, or is otherwise considered top secret. It important to note that as security levels rise, in most cases the sheet capacity of the machine will drop. While it is possible to find L3 shredders that have sheet capacities near that of L2 strip cut models, that is not often the case with L4 and L5 machines. You will have to decide what the balance is between the level productivity you want out of your machine, and the level of security you need on a regular basis.

4. Level 6 Micro Shred. Usually reserved for high-level, top-secret government work (such as the military and Homeland Security), these shredders virtually obliterate your average sheet of paper into thousands of tiny particles. To get a rating of L6, a shredder must meet guidelines set out by the National Security Administration, usually seen as “NSA/CSS Specification 02-01.” It’s probably overkill for the average business to seek out an L6 Security shredder, but they are available, albeit with some of the productivity caveats that go along with Levels 5 and 6.
